About the Commission

The License Commission of the Americas is a nonprofit charitable organization organized to license alternative health care professionals in North, South and Central America for the benefit of the professions and to protect the public. Sister organizations will be established in Europe and Asia. 

The Commission was initially funded by a grant from the Natural Therapies Research Board (NTRB), an organization dedicated to protecting both the public and alternative health care. The Commission anticipates income will not exceed expenses for several years. However, any excess of income over expenses will be donated 501(c)(3) charitable organizations which support alternative healthcare.

The Commission has legal opinion that it is operating within international, federal, state and provincial law. Where the government desires to take over the licensure of any profession under our jurisdiction we will release our database to that government and fully cooperate with them in any way. In that event our licenses will be invalidated and we will no longer issue them in that jurisdiction. Suitable financial arrangements will be made with the people so affected.

The United States of America

The Commission is operating on a legal opinion from a group of attorneys who believe we may legally operate in the USA under the Ninth Amendment of the US Constitution. Our legal opinion is that if any state is not now issuing licenses in the areas we propose to license, we may do so as long as the state does not object. 

Ninth Amendment

The Commission has been working with the attorney generals offices in the fifty states and have fully advised them of our intentions. To date no state has objected in any way and several states are working with us. Most have indicated they will not interfere but will watch our progress to see that we operate according to our own regulations. We welcome this governmental oversight.

The Dominion of Canada

The commission is operating on a legal opinion that lawfully constituted organizations may license particular occupations in Canadian provinces where that profession is not licensed by that province. Provincial law prevails in all cases.

The Commission has been working with the solicitor generals' offices in the Canadian provinces and fully advised them of our intentions. To date no province has objected in any way. Most have indicated an interest in our services and show favor to the way we do business. We offer them the opportunity to scrutinize our operation any time.

The Republic of Mexico

The Mexican government has asked that we issue our licenses and conduct all governmental correspondence in their country in Spanish. We agree to do so.

Central and South America and The Caribbean

None of the governments contacted has objected to our venture in any way. We expect to offer our licenses in English, French, Portuguese and Spanish according to the legal language of the country or province where the licensee resides. As of this date, we have not been asked to issue any licenses in any of these jurisdictions.

Officers

The Commission is currently composed of executive boards. Each executive board elects its own president and oversees its own regulations.

NOTIFICATION: The executive boards are reorganizing during 2010.

Other Advisory Boards

As the Commission activates licensure for other professions an advisory board of qualified professionals will be appointed. The Commission anticipates licensing all of the professions listed on this website as soon as our attorneys advise us our operational procedures are in order.

The Commission anticipates setting up or combining such advisory boards and committees as are necessary to oversee the licensure procedures and policies.
